Eligibility

Identify as a Black and African-American woman. 

 

Must be 18 years old or above to be eligible.

Have physical custody of one or more children ten years of age or under as of October 1, 2024, predominantly in your care.

Have a permanent and verifiable residence in the City of Charlottesville or the County of Albemarle at the time of application.

Have a household income up to, but not exceeding 100% Area Median Income, according to the 2024 HUD eligibility guidelines found in the chart below. A household is defined by HUD as “all who occupy a housing unit.” Make sure to include yourself and anyone living with you as part of your household.

Guidelines

Black Mothers Blooming will provide a monthly, reparative gift of $1,000 for four years to 50 low to moderate-income Black mothers, or women-identifying caregivers residing in Charlottesville or Albemarle County. 

The gift is unrestricted and may be used by the recipient for whatever purposes they choose. These funds are considered gifts and are not taxable. Participants will be chosen at random through a lottery system. 

If selected, applicants will be required to attend an intake interview. During this interview, eligibility for the program will be confirmed and the Piedmont Housing Alliance Financial Opportunity Center will perform a benefits review to determine whether the gift will affect the prospective participant’s benefits.

The selected applicant can decide to accept or decline the gift.
